.......why when on, say, a close fetch to the the next mark, the Course panel shows time on Port AND Starboard in the details for that leg.
Why? I'm on a fetch to the mark. No tacking required. What's going on?

I can see two reasons for that behavior; the instrument TWA is wrong (probably offset to one side) and/or there is a problem with polars showing a too large optimum tacking angle.

Hmmm not sure about those suggestions.

If I check with the simulator I see (in my example) Time on port= 0 but indeed distance on port still showing a (negative) value (while the course is a starboard reach to the mark).
Edit: the above is what I see in the number boxes. And indeed, the course panel shows both a time on port and on starboard. The one that should have been 0 is displaying a negative value.
@Nick: this seems to be a bug (10.6.5)

Yes, sounds like what I'm seeing.

I updated my reply above. Indeed looks like a bug.

The negative laylines number was introduced a while back. It just means you are over-stood. There is an option to limit the displayed number to zero in race settings.

What is the setting called?

That's correct Nick.
However, that setting only impacts the time to layline in the number boxes (distance remains negative regardless of this setting). In the course window the time also remains visible as a negative number regardless the setting.
