The ability to adjust the forecast times in a grib.  Ie if forecast weather pattern from grib appears to be correct but its forecast timing is out of step with actual (ie happening earlier or later). This would allow you to maintain the patterns but change its timing to actual and thereby theoretically improving the routing output. 

This might be a warped way to describe it but happy to talk about it this description doesn't make sense.
