Your vendor has to send you those things separately from, and triggered by, your ENC purchase.  At least that's true for AusHydro, SHOM, Hydro.

Incidentally, I second what Nick writes about ICON ..... the ICON 0.125 comes up pretty well in my uses of it.  What would we do on this side of the world with HRRR?

This will get deep shortly, but the questions now become:
1.  All calibration being good, when do you swap from inshore (100% optimal flat water polars) to less optimal offshore polars because you aren't achieving 100%, and therefore being under on the laylines?
2.  What's the relative shape of the offshore (suboptimal) polars, noting that the input conditions under which suboptimality might occur are multivariate (waves, imperfect or light crew, poor driver or trimmers, old sails)?
I've played with suboptimal polar modelling  ...... it gets pretty complicated pretty quickly ..... and the return isn't large.  So maybe the right question is something like - at what theoretical % are you modelling your optimal polars?  If you set the bar at 100% i.e. nothing below that is considered in setting the polar curve for any TWS/TWA, then what do you do to manage the 90% of the time when you aren't achieving 100% for all the reasons that are yacht racing?  Or do you set your polar bar at 98%?  96%?

Ummmm, big philosphical topics, but the obvious answer from the last is the Scale 10m Wind setting, and the Help File has a calculation about that.  But you have been around lots, I don't think it is that simple.
As Zee identified, the problem typically lies somewhere elsewhere, either your polars are out for that TWS/TWA combination, or your speedo is telling you porkies, and so your processor is explaining the BSP/SOG difference as set/drift.  As ever, do a compass spin and a speedo recailbration.  "If I had $1 for every time I'd been told, etc etc".

I get it to a degree - I marvel at unlimited offshore satphone, I allow a budget of 100 MB a day out of 4G range, and that requires certain disciplines to be observed steadfastly - I don't get that it isn't a DHCP problem?

Wow, different way of doing things.  Here in Oz most ocena racing is coastal, as there isn't much to go to perpendicular to the coast whichever way you go.
I think you should be thinking about two IP ranges.  I know Fleet products like 192.168.0.1, I'd be inclined to put H5000 on 192.168.1.x to avoid any risk of confusion.

US, how does your 4G signal get to your laptop?
I have never used wifi to connect a laptop to a B&G processor, always ethernet or serial.

US, I can't quite follow what you have in mind, and I'm dubious about running satphone over wifi in these days where crews have mobile phones in their pockets offshore.  Could give an owner stiicker shock.
What I generaly have is:
1. An ethernet LAN for the boat network including a WAP and an ethernet switch;
2. 4G and satphone ethernet connected to the ethernet switch, but with an additional selector switch between 4G and satphone;
That way wireless always works, satphone voice always works, and there is no possibility of expensive mistakes because 4G and satphone data are simultaneously live.
